A University of Michigan study found that the last time rebates were tried in the summer of 2002, only $8.36 billion of of the total $38 billion delivered was actually spent, and it was spent gradually rather than in one feeding frenzy. The rest was saved or used to pay down consumer debt (both good, but not stimulative).
